Import file remarks in bulk

Whymper V2 comes with a new batch to import file remarks in bulk from a text file.

The format of the file to upload is the fol

File number,INTERNAL,Internal Remark

File number,EXTERNAL,external Remark

Remarks are then added as if they were entered manually on each file.

A prefix to all remarks can be defined in the batch.
